This chapter is the Seven Head (Nations) Ten Horns (Kings) beast that is running this world (Eph ch.6). You can compare this chapter with Daniel ch.7, the Little Horn, or better known as Satan, the Antichrist, which Subdues Three of the Ten Kings (Rev ch.17 vs.11 = even he is the Eighth, and is of the Seven) in his Roles (Rev ch.16) of the Dragon, Beast (Jesus/666), and the False Prophet.
